I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter of the 13th October, and in reply to state that Lord Morley concurs in Sir E. Grey's proposal to approve the terins of Mr. Max Müller's note to the Wai-wn Pa protesting against the imposition of an additional tax on opium at Amoy.
