Foreign Office to Board of Trade,

Foreign Office, November 3, 1910. WITH reference to the letter from this Office of the 14th ultimo, transmitting a note from the American Ambassador, respecting the proposed International Opium Conference, I am directed by Secretary Sir E. Grey to draw the attention of the Board of Trade to the statement made in his note to the American Ambassador of the 17th September, copy of which was transmitted to the Board on the 27th of that month, to the effect that His Majesty's Government were setting on foot the necessary enquiries in this country with regard to the manufacture, sale, and distribution of morphia and cocaine.

I am to enquire how long it is likely that it will take to collect the necessary statistics and to complete the preliminary enquiries into trade conditions with reference to morphia and cocaine so far as the United Kingdom is concerned.
