"and notified in the Gazette that any direct or indirect
"bounty on the production or export of sugar is granted in
*any foreign country, no sugar from such foreign country
"shall be imported into the Colony. Any person importing
"into the Colony sugar from such foreign country shall be
"guilty of a breach of this Ordinance".
The Board are not aware of the view taken by the
Hong Kong Government as to the application of this Article
in cases such as that of Japan where only one description of
sugar has been declared by the Permanent Commission to be
bounty-fed, nor do they know whether the importation of
sugar in general, or of any particular (and if so what)
descriptions of sugar from Japan has in fact been prohibited
under the Ordinance.
They venture, however, to suggest, for Sir E. Grey's
consideration, that it might be desirable to obtain definite
information on these points through the Colonial Office
before a reply is sent to Mr. Czarnikow.
