Hsu Shib Chang, until now President of the Yu Chuan Pu, and Prince Yu Lang, an intelligent man of liberal ideas, have been appointed to the Grand Council in the place of two officials of little importance named Shih Hsu and Wu Yu Sheng. Tong Shao Yi has received the post of Acting President of the Board of Com- munications.
