REGE 24 OCT 10.

September 30th, 1910.

To Wai Wu Pu

September

28th, 1910.

With reference to previous correspondence on the

subject of the Kuangtung Opium Regulations I have the

honour to transmit to you herewith the copy of a Note

which I have addressed to Prince Ch'ing in consequence

of a telegram received on the 27th instant from the

Officer Administering the Government of Hongkong.

The case now brought to the notice of the Chinese

Government constitutes a further serious infraction of

the Treaty. A consignment of Indian Opium, upon which

full duty and likin have been paid and which the native

purchaser intended to convey into the Interior, has been

detained by the Kuang Yun Office and the officials re-

fuse to allow it to be removed from Canton without pay-

ment of the new tax.

he Right Honourable,

have, &c.,

(Signed)

W. G. Max Muller.
