President of the Board of Communications, on the 19th ultimo, enquiring if their earlier communication had been received by the board, and at what date a definite reply might be expected.
Mr. Willier informs me that no reply has been received to the two communications of the representatives of the banks, and I therefore think it my duty to bring to your Highness's notice the delay that has occurred, through no fault of the four legations concerned or of the four foreign banks, and to request that steps may now be taken, on the side of the Chinese Government, to hasten the initiation of the direct negotiations between the Board of Communications and the banks contemplated in your Highness's note of the 1st August.
