induced to recognize the claim of His Majesty's Government

to territorial powers ithin the three miles limit and to

the foreshore of Virs Bay and Deep Bay in return for certain

concessions mentioned in paragraph 9 of Sir F. Luzard's

despatch.

I am obviously not in a position to express any opi-

nion on these proposals, though on general grounds I agree

that, with a view to obviating such difficulties, as those

reported in the enclosures to your despatch No.284 of

August 15 (28237) in regard to the ownership of the fore-

shore of May Ray and Deep Ray, it is desirable that at

the first opportune moment, action should be taken upon

the clause of the Convention which states that "the exact

boundaries shall be hereafter fixed when proper surveys

have been made by officials appointed by the two Govern-

of ments. In regard, however, to the purzestion a fir
