I have received the following telegram from His Majesty's consul at Tengyueh with reference to his despatel No. 12 of the 30th April last (forwarded direct to you)
"I have received information that the Lungpang Maru country to the north of the unadministered territory has been visited by Chinese deputies, and that three schools have been established in the unadministered territory by the Chinese authorities.'
