In continuation of my despatch No. .. of the 5th
vltimo I have the honour to transmit herowith a transla-
tion of the reply of the Chinese Govern unt to my request
that the Board of Communications ghould kece:f 43.7 1rinci-
ple of Joint mendrement as the basis of 'he negotiations
for a joint working agro-ment of the two sections of the
Canton-Fowleen nailway.
It will be seen that the Board of Communication for
various reasons refuse to entertain the propos 1 of joint
ranaroment and have forwarded to "r. Tei Tan, who is to
continue the negotiations pending the arrival of his guc-
cessor in the post of General Manager of the Chinese
section, Mr. Shin Chao-tseng, u director of the Shanghai-
Warking railway, counter-proposkis based on the principle
