Sir,

I AM directed by Secretary Sir Edward Grey to acknowledge the receipt of your letter of the 11th ultimo, protesting against the restrictions which are being imposed upon dealers in raw opin in the province of Kwang-tung.

I am to inform you in reply that negotiations have been and are still proceeding between His Majesty's chargé d'affaires at Peking and the Chinese Government with a view to the withdrawal of the opium regulations, which are causing the present

trouble.
