I AM directed by the Earl of Crewe to acknowledge the receipt of your letter of the 3rd September with regard to the illicit importation from Germany into the Straits Settlements of morphia and cocaine.
2. Lord Crewe would suggest, for the consideration of Secretary Sir Edward Grey, that the British representatives at the international conference, which it is proposed to hold at the Hague, should be made acquainted with the facts stated in Sir John Anderson's confidential despatches of the 30th March and of the 20th June, which may be of value when the question of restraining the traffic in these drugs is under discussion.
