Foreign Office, September 19, 1910. WITH reference to previous correspondence ending with the letter from this department of the 12th instant, I am directed by Secretary Sir E. Grey to send you herewith a copy of a despatch from His Majesty's chargé d'affaires at Peking, reporting the efforts which lie has made to induce the Chinese Government to put a stop to the restrictions imposed on the opium trade in defiance of treaty as a result of the regulations being enforced in the province of Kwangtung.

Sir E. Grey proposes, with Viscount Morley's concurrence, to approve the action taken by Mr. Max Müller, who seems to have done all in his power to obtain the removal of the restrictions. At the same time I am to enquire whether, in his Lordship's opinion, it would be desirable to furnish Mr. Max Müller with any further instructions.
