the Imperial Postal authorities are most anxious to be
able to charge the same rates from Canton to Hongkong
as the other postal authorities, I have been instructed
to approach Your Excellency and request your assistance
in obtaining for the German Post Office at Canton the
privilege of the reduced rates between Canton and Hong-
kong.
