Dear Mr. Langley,

I AM much obliged to you for your letter of the 11th instant communicating to me the terms of the Wai-wu Pu reply to the identic notes of the 13th July from the four Powers.

The reply is unexpectedly prompt. No objection appears to have been raised by the Chinese Government to the Hukuang Loan, and the Board of Communications is appointed to negotiate the loan with the four banks. That seems to me, so far as it goes, a satisfactory response, and I have communicated it to Mr. Hillier by wire, so that no time may be lost in getting to work.
