YOUR telegram No. 139 [of 10th August: Opium]. Messrs. Sassoon, to whom we communicated gist of above telegram, now report that local authorities still refuse to release opium seized in Canton.
You should press Wai-wu Pu for a reply to your note of 1st August, and say that His Majesty's Government strongly deprecate action of Chinese officials while general question is still under discussion.
