Sir,
I AM directed by Secretary Sir Edward Grey to acknowledge the receipt of your further letter of the 5th instant relative to the Chenchow-Aigun railway project.
With regard to the penultimate paragraph, the Russian Government have not, as the association appear to think, asserted a right of participation in the Hukwang loan, nor, as far as this department are aware, is any Russian capital invested in the concern. In respect, however, to the general question of railway construction in Manchuria, I am to observe that the principal points raised in your present letter appear to have been already dealt with in Sir F. Campbell's letter of the 16th ultimo, and to state that Sir E. Grey adheres to the views there expressed and to the assurance contained in the last paragraph, to the effect that the influence of His Majesty's Government will continue as heretofore to be exercised in favour of furthering the development of railway enterprise in Manchuria, and of supporting the claims of British industry whenever possible.
