I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter, dated the 28th July, 1910, regarding the opium licensing regulations at Ningpo, and, in reply, to express Lord Morley's concurrence in Sir Edward Grey's proposal to approve Mr. Max Müller's action and the instructions he has addressed to the vice-consul.
