after consultation with Lord Morley decided to pro-

test against the taxation in question as being con-

trary to our treaty rights, and that a telegram, a

copy of which is herewith enclosed, was despatched to

His Majesty's Chargé d'Affaires at Peking directing

him to bring the matter forthwith to the notice of

the Chinese Government with a view to the withdrawal
