which the minimum tariff as a whole does not apply.

This particular objection would not arise if the

French Government were prepared to conclude an agreement

according the entire minimum tariff to the produce and

manufactures of Hongkong, but it seems probable that an

agreement in this sense, no less than an agreement limited

to transhipment facilities, could only be concluded if the

Government of Hongkong were prepared to offer to the French

Government some equivalent concession in return.

I am to suggest that these considerations might be

brought to the notice of the Governor of Hongkong with an

'enquiry as to the nature of the concessions, if any, which

the Colony would be able and willing to offer.
