With reference to your letter 17517/1910 of the 23rd
June last respecting the application of the minimum French
tariff to goods shipped from Hongkong to France, I am di-
rected by Secretary Sir E. Grey to observe that, as the
Earl of Crewe is aware, the principle whereby goods entit-
led by origin to admission into France at the rates of
duty imposed by the minimum tariff lose that right if
transhipped at any port of a country which does not enjoy
the benefits of the minimum tariff either as a whole or
as regards goods of a class similar to those transhipped
has long formed an integral part of the French Tariff
system. Sir E. Grey is accordingly of opinion that the
French Government could not be expected to make an ex-
ception as to transhipments at Hongkong, since they would
probably be compelled subsequently to give similar facil-
ities in respect of transhipments to other countries to
Ma. J.
