Peking, May 18, 1910. HIS Majesty's consul at Nanking has requested the presence of a cruiser, on the grounds that he apprehends possible outbreak of disturbances. Having received assurances from the Viceroy that he would himself he answerable for the lives and property of foreigners, I have suggested to the admiral that if the senior naval officer would hold a ship ready to be sent off the moment necessity arises that would be sufficient. I am iuformed by the admiral that when the Nanking Exhibition is opened early in June a ship will stay in that port for a few days. I have again urged the necessity of ordering preventive measures on the Wai-wu Pu on the strength of further reports received from His Majesty's consul, and the same action is being taken by my American and Japanese colleagues.
