With reference to my telegram No. 86 of the 23rd instant, the following is a repetition of a telegram of yesterday's date from His Majesty's consul-general at Yunnan-fu :-

"Administrator of Foreign Affairs states, in reply to representations made by me to local Government, that Pienma is in district of Paoshan, and as the Chief of Tengkeng has brought a complaint against Pienma to the Magistrate of Paoshan it is the latter's duty to go and make investigations at Pienma. there this year with such precautions as necessary have consequently been confirmed His orders to proceed by the Viceroy. It is not probable that the Chief of Tengkeng, who brought the complaints, will be permitted by the magistrate to
go this year. anyone else wants to cross the range a written request should be made stating
