Peking, February 8, 1910. YOUR telegram No. 23 [of 5th February: Chinchow-Aigun Railway]. I made communication as instructed at the Wai-wu Pu this afternoon. Liang-tun-Yen requested me to inform you that Chinese Government are anxious to receive definite proposals as to participation from Russian and Japanese Governments, and would consider such proposals in a friendly spirit. He has already so informed Russian and Japanese Ministers. He gave me the impression that he would be grateful if His Majesty's Government would expedite communication of some definite proposals from Russia and Japan.

I have informed United States chargé d'affaires of my instructions. (Sent to Tokyo.)
