In consequence of further appeal from Hong Kong Chamber of Commerce, I made a fresh protest at Wai-wu Pu against additional taxation of foreign opium in a treaty port, and I urgently required that regulation should be terminated in regard to foreign opium pending a reference to His Majesty's Government.
