Sir:-
I am directed by Secretary Sir Edward Grey to
Jor acknowledge the receipt of your letter 12685, of the
14th ultimo requesting information, for transmission
to the Governor of Hong Kong, as to what countries
not included in the notifications issued by Sir F.
Lugard prohibit the import and export of morphine
and other derivatives of opium.
Sir E. Grey does not consider that, in view of
the information contained in the report of the Shang-
hai Commission as to the practice of the various
countries in regard to this matter, and to the recent
date of that Commission, and also in view of the
opinion recently expressed by His Majesty's Govern-
ment that the whole question of the export of mor-
phine from this country must be postponed pending a
decision as to the participation of Great Britain in
