I AM directed by Secretary Sir E. Grey to transmit to you herewith a copy of a letter from the Colonial Office," requesting information as to what countries not included in the notifications issued by Sir F. Lugard prohibit the import and export of morphine and other derivatives of opium.
Subject to Lord Morley's concurrence, Sir E. Grey proposes to reply that in view of the information contained in the report of the Shanghae Commission as to the practice of the various countries in regard to this matter and to the recent date of that commission, and also in view of the opinion expressed recently by His Majesty's Government that the whole question of the export of morphine from this country must be postponed pending a decision as to the participation of Great Britain in the conference which it is proposed shall be held at The Hague, it is not considered that any useful purpose would be served at the present time by calling for other reports from the countries interested in the matter.
As regards paragraph 2 of the letter under transmission Sir E. Grey does not propose to take any action, as Sir F. Lugard is now aware of the views of His Majesty's Government in regard to the question of the prohibition of the export of morphine from the United Kingdom.
