Peking, April 1, 1910. THE question which formed the subject of my telegram No. 48 of the 10th ultimo was discussed by Mr. Mayers with Liang-shi-yi. Our position with regard to the Shanghae-Ningpo Railway might be weakened by a direct refusal, and as the Chinese are not pressing for a definite reply I am in favour of delay.
