Peking, March 29, 1910. ACTING under great pressure, the Board of Communications has replied to petition mentioned in decree of the 30th January by a minute authorising the establishment of a Hupei company to collect the capital necessary for the line. In the event of the final signing of the foreign loan agreement it seems to me likely that a condition of affairs will be created similar to that which followed the establishment
of the Provincial Railway Bureau for the Shanghae-Ningpo line.
