I approve generally proposed communication to the Wai-wu Pu. You should, however, preface it by stating that, before answering their note, His Majesty's Government must await full report from consul. There is, however, no evidence here that any orders of the nature referred to were actually sent to the Yunnan authorities in 1898, and it may be better not to raise the point.
