Sir:-
I am directed by Secretary Sir Edward Grey to
acknowledge the receipt of your letter of the 5th in-
stant, enclosing copy of a despatch from the Governor
of Hongkong respecting the case of the fugitive of-
fender Liang Ton.
I am to observe that the Governor's first message
of December 31st last was susceptible of no other in-
terpretation than that placed upon it by this Depart-
ment and the Colonial Office at the time, and that
as regards the question of double nationality it ap-
pears to Sir Edward that the letter from this Depart-
ment of January 25th last may be said to have dis-
posed of this point.
The fact that certain material witnesses are
themselves wanted by the Chinese authorities for al-
leged offences in China is, no doubt, unfortunate and
embarrassing, but it does not, in Sir Edward's opin-
