KALGAN-KIAKHTA Railway,
Peking, March 9, 1910.
I told Lord ffrench, who called on me yesterday, that I had no instructions concerning the proposal of the Russian Government. He hoped arrangements would be made for the transfer of the contract rights which his firm had acquired in the Chinchow-Aigun line in the event of the ultimate adoption of the Kalgan-Kiakhta project. With reference to my telegram No. 40 of the 4th instant, I am informed by the Russian Minister that his proposal met with a very friendly reception from the Chinese Government, but, before replying, they said they must consult other interested parties. My Russian colleague told me that, during the eighteen months of his residence in Peking, proposals for the construction of the Kalgan-Kiakhta line from the British and China Corporation and two other groups had been refused consideration by his Government.
Mr. Schiff's utterances in New York, telegraphed here by Reuter, have, I presume, not escaped your notice.
