CHINCHOW-AIGUN Railway.

Peking, March 4, 1910.

I was informed last night by my Russian colleague that he had yesterday sent the Wai-wu Pu a note embodying Russia's objections to this railway, based on commercial and still more on strategical considerations, and submitting the alternative proposal which you mentioned in your telegram. No. 34 of the 1st instant.

When he receives the Chinese Government's reply he will communicate it to me.
