With reference to your letter No.11763 of the
3rd instant, I am directed by Secretary Sir E. Grey
to state for the information of the Earl of Crewe
that he concurs in the proposed reply to Sir F. Pig-
gott with regard to the question of altering the con-
stitution of the Court of Appeal in Hong Kong.
With regard, however, to Sir F. Piggott's
statement that "Sir E. Grey expressed an opinion,
the
purport of which was that the advice I had given was
actuated by my evident hostility to the scheme," I
am to point out that this is not a correct interpre-

tation of the views expressed in the letter from
this office of the 11th of March, 1909.
