With reference to the letter from your Department
{
of February 28th, I am directed by Secretary Sir E.
Grey to transmit to you herewith a copy of the draft
Anglo-Japanese Convention for the protection of indus-
trial property in China, which His Majesty's Ambassador
at Tokyo will be instructed to present to the Japanese
Government.
I am especially to draw the attention of the Earl
of Crewe to the proposed addition to Article 4 which
excludes Hongkong from the operation of the Convention,
in accordance with the wishes expressed in the letter
above referred to.
Sir E. Grey would be glad to know, in due course,
whether Lord Crewe concurs in the Article in question
as at present drafted.
