Mr. Arbuthnot,-To ask the Secretary of State for Foreign Affairs whether the agree- ment of 1899 between Great Britain and Russia, whereby the former undertook not to seek railway concessions north of the Great Wall of China, was a formal agreement or merely an understanding based on certain letters; and whether such agreement or letters have been published; and, if so, when aud where.

Answer.

The 1899 agreement was a formal agreement effected by an exchange of notes between His Majesty's Government and the Russian Government. It was published the same year as a Parliamentary Paper, No. 11, Treaty Series.
