CHINCHOW-AIGUN Railway.
Peking, February 3, 1910.
I have been told by the Russian Minister that the representative of the American financial group is negotiating with the Chinese for the conclusion of a final and detailed agreement. These negotiations, so Liang Tun-yen assured M. Korostovetz, are to be carried on without interruption through the holidays at the Chinese New Year.
I told the Russian Minister that my instructions were to take no action in the matter at present. We were unaware, I said, of these new negotiations, nor had the edict ever been officially communicated to this legation.
From what I am told, the terms on which Russia and Japan would be prepared to participate in the railway have not yet been disclosed by the respective Governments.
