trade with the interior of China, and to that effect had, amongst other measures of utility, established an exhibition of samples in Kiaochow, which enabled the Chinese to see actual specimens of the goods they could obtain from Germany. He also laid great stress upon the work done by the administration in the direction of afforestation. This work had been most successful, and was a source of admiration to the whole of East Asia.
Finally, he fully approved of the suggestion that a commission consisting of members of the Reichstag should visit Kiaochow and draw up a report upon the protectorate. Should this excellent idea be realised, the Government would render such a commission every assistance in their power.
