Sir:-

I transmit to you herewith a copy of a lettor

which I have received from the Colonisl Office request-

ing that standing instructions should be given to His

Majesty's Consul-General at Canton to communicate at

once with the Governor of Hongkong in case anything oc-

curo in his district which is likely to affect the

Colony.

From the correspondence which «ccompanies the Co-

lonial Office letter you will observe thut the question

has arisen in consequence of certain recent disturb-

ances at Canton not having been notified to Hongkong

so promptly as the

Governor thought desirable.

I presume that Buch communications are already

made by His Majesty's Consular Officer at Canton to the

Governor at Hongkong as a matter of course, and while

I have no reuson to suppose that on the present occa-
