Sir Edward Grey to Mr. Bryce.

Foreign Office, March 15, 1910. AS the United States Ambassador had urged that we should make the concessions to the French, which were necessary to bring the Hukuang Railway affair to a conclusion, I informed him to-day that M. Casenave and Mr. Addis had agreed upon a memorandum as a basis of settlement, and it was to be submitted to M. Pichon in Paris. I hoped the French Government would not object to the arrangement, as the French group had agreed to it, and I understood that it would enable the whole affair to go forward without further delay.
