Sir Edward Grey to Sir C. MacDonald.

THE Japanese Ambassador told me to-day the view of his Government with

Foreign Office, March 7, 1910. regard to the Kalgan Railway proposal, and also what the Russian Government bad said to them about it. This was identical with what we had heard already, both as to the Japanese attitude and the Russian point of view.

I replied to the Ambassador that I would now tell the Russians that we had no objection to offer to the Kalgan Railway project.
