Count Benckendorff has communicated to me in strict confidence the gist of a telegram embodying a proposal which the Russian Government intend making to the Chinese Government and the Anglo-American syndicate with regard to the Kalgan- Kiakhta line. The Russiaus promise that on condition that the Urga-Kiakhta section is reserved to Russian capitalists, they are ready to construct a branch line joining the Kalgan-Kiakhta line to the Trans-Siberian main line.

The receipt of this communication has been acknowledged with thanks, and I told his Excellency that we would be glad to hear how the syndicate and the Chinese view their proposal in due course.

Pauling's chairman, Baron d'Erlanger, thinks of going himself to Russia to endeavour to come to some arrangement with the Russian Government concerning the Aigun line. He has asked us to support him. In the circumstances we could hardly promise this, we might, however, give him an ordinary letter of introduction to some Russian authority competent to deal with the case, and ask them simply to give him a hearing, Do you see any objection to this course?
