WITH reference to your despatch No. 48 of the 16th instant, I have the honour
St. Petersburgh, February 21, 1910. to report that I handed to M. Isvolsky to-day the amended pro-memorid supplying some supplementary observations in regard to the position of foreigners at Harbin.
