The island of Dom Joao is Chinese territory. There was always a garrison there. In the note of the Portuguese Minister Lo (chargé d'affaires Alfred Lello), dated the 18th of the 3rd moon of the 23rd year of Kuang Hsu (19th April, 1897), it is stated that: "The soldiers sent by my Government to the island of Dom Joao on the 17th of the 1st moon of the year Ping Shan (29th February, 1896), and those sent by your Government on the 3rd moon of the year Wu-Tszi (April-May, 1888) were completely withdrawn." From this we can see that in the 14th year of Kuang-Hsu (1888) China already had soldiers there, while Portugal only in the 22nd year of Kuang-Hsu began to send her soldiers. Portugal overpassed the boundaries and made encroachments.
The reason why China did withdraw her troops is because Portugal had suspended the works and withdrawn her soldiers, and because China wished also to act amicably and to avoid conflicts.
That the island of Dom Joao is entirely Chinese territory there is not the slightest doubt.
This time the Chinese authorities sent their soldiers to seize boats belonging to pirates. As these boats are not Portuguese it is unnecessary to restore them.

31, Lombard Street, London, February 16, 1910. M. SIMON has forwarded to me this morning the enclosed copy of the French reply to the American proposals.
It now appears that the French Government, who have taken the matter into their own hands, are willing to give their assent to the American proposals, provided that they obtain a French chief engineer for the fourth section of the Szechuen Railway and a sub-engineer on the Hankow-Canton-two conditions which, in my opinion, we ought not to agree to.
Subject to your approval, we shall now send in to Mr. Grenfell the British reply to the American proposals, a draft of which was handed to you on the 14th instant.
As the matter is pressing, I shall be much obliged if you will kindly inform me of your decision by telephone.

Paris, le 15 février, 1910. LA lettre de Messrs. Morgan, Harjes, and Co. que vous avez vue samedi, et dont copie ci-jointe, a été communiquée au Ministère des Affaires Étrangères. Celui-ci a estimé qu'il y avait lieu de répondre par une lettre dont vous trouverez également une copie incluse, lettre qui a été remise hier aux représentants à Paris du groupe américain.
La position prise par le Quai d'Orsay est en définitive la suivante :----
D'une part, il fait connaître qu'il ne donnera son adhésion ferme qu'à une proposition qui lui viendra par un canal officiel.
D'autre part, il indiqué que-quelles que puissent être ses préférences en faveur du partage du Sétchonen par quarts-il ne peut refuser son adhésion à toute com- binaison assurant à la France :
Six cents kilom. de la ligne du Séichoven (et il insiste pour que ce soient les 600 derniers), et un sons-ingénieur sur le Hankéou-Canton.
Il reste, par conséquent, aux Gouvernements américain et anglais à s'entendre pour savoir quelle proposition répondant à ces desiderata sera transmise au Quai d'Orsay.

Morgan, Grenfell, and Co., de Londres, représentant groupe américain en Angleterre, lettre qui contenait un extrait du procès-verbal de la réunion du comité français de la Chinese Central Railways (Limited) tenu à Paris le 14 de l'écoulé, et visait le partage de la ligne du Sétclouen, nous sommes chargés par la maison J. P. Morgan and Co., de New York, agissant au nom du groupe américain, de porter à votre connaissance que ce groupe regrette de ne pouvoir accepter la proposition faite par Mr. Jamieson dans la lettre susmentionnée.
Messrs. J. P. Morgan and Co. nous prient en même temps de vous transmettre au nom du groupe américain la contre-proposition suivante que nous transcrivons ci-après-
