Dear Sir Edward Grey,

Japanese Embassy, London, February 10, 1910. I HAVE immediately telegraphed to Tokyo what you kindly informed me on Tuesday last regarding the instruction given to Sir John Jordan in connection with the proposed Chinchow-Aigun railway, and I am now requested by the Minister for Foreign Affairs to express to you a deep appreciation of the Imperial Government for the action taken by His Majesty's Government in the matter.
