PROPOSED railway from Chinchow to Aigum. M. Isvolsky has addressed to the Russian Ambassador at Washington a telegram, of which the substance will be communicated to you by Count Benckendorff. M. Isvolsky had heard that the final contract for the railway would probably be signed on the 10th February, and it was this which led him to dispatch the telegram. I asked his Excellency if the memorandum which he sent to me yesterday had also been communicated to the American Ambassador here, but M. Isvolsky said that it was meant for our information, and had not been communicated to him.
