Foreign Office, February 9, 1910. I HAVE received your despatch No. 13, Confidential, of the 8th ultimo, reporting the steps taken by you, in concert with your United States colleague, to induce the Chinese Government to accept Japanese participation in the Chinchow- Aigun Railway scheme.
Your action in the matter and the language held by you both to Mr. Fletcher and to his Excellency Liang Sun-Yen at the Wai-wu Pu are approved,
I observe that, in explaining the United States proposals for the internationalisa- tion of the Manchurian railways to Mr. Liang, Mr. Fletcher stated that both Great Britain and Germany had expressed their agreement in the scheme. As you are aware, His Majesty's Government have merely expressed their agreement with the proposal in principle, but no information has reached me in regard to the attitude of Germany, nor has there been any exchange of views on the subject between the two Governments. It would be unfortunate if Mr. Fletcher were to give the impression that there had been any understanding or co-operation between London and Berlin in the matter.
