Peking, December 18, 1909. MACAO, I have on many occasions, in the course of conversations with Ministers of the Wai-wu Pu, urged most of the points brought forward in your telegram No. 199 of the 16th instant. The Chinese are, however, fully aware that by intervening actively in this question we would expose ourselves to the risk of a general boycott of our trade, and they have accordingly come to the conclusion that no great significance is to be attached to the hints I have given them regarding the possibility of our enforcing our treaty with Portugal.

In these circumstances, I presume that I am to give effect to the views expressed in your telegram by means of an official note to the Wai-wu Pu. The opportunity might perhaps be taken to renew at the same time our appeal for a submission of the case to arbitration. Do you approve! ?
