Sir:
We respectfully invite your consideration of the
following facts.
We are largely interested in the industry of
canned salmon in British Columbia, shipping large quan-
tities of this article from the port of Vancouver.
One of our best customers is France where the article
in virtue of the Commercial Treaty between the Canadian
Dominion and France enjoys the benefit of minimum
tariff when imported direct. As there is no direct
line of steaners between Vancouver and Havre or other
French port the French Customs allow transhipment en
route, provided it is made by a vessel of the same
company sailing under the same flag sailing on a con-
necting route, and provided also that the tranship-
ment takes place in a country which also enjoys the
benefit of the minimum tariff.
We have made arrangements for our goods to be
}
he Under Secretary of State for Foreign Affairs.
