I am directed by Secretary Sir E. Grey to transmit
herewith a copy of a telegram which has been received
from His Majesty's Minister at Peking in regard to the
proposal of the Chinese Government to prohibit the
import of Cocaine into China, on the same terms as
those on which the import of Morphia was prohibited in
accordance with the provisions of Article XI of the
Mackay Treaty of 1902.
Sir E. Grey proposes, subject to the concurrence of
Lord Crewe, to authorise Sir J. Jordan to agree to the
course suggested.
