With reference to my despatch No. 435 of Novem-
26th last, I have the honour to transmit to you here-
with copy of a note from the Wai Wu Pu stating that
it has been decided to send five students to Hong-
Kong to be instructed there in the duties which they
will perform on the Atoll of Pratas.
I am sending a copy of this note to the Governor
of Hong Kong with a request that may be informed of
the arrangements made for the reception of these
students, for communication to the Chinese Government.
